Jewlery is always best. It's a keep sake, and it will a reminder of you and her accomplishment of retiring (lucky her)
A nice pair of diamond earrings, necklace or watch would be nice. It's not often someone receives jewlery.

I know a woman who is retiring at 65 and I want to get her a gift. What would be an ideal gift for her?

Think about HER, not just retirement gifts. Find an idea to feed her new Creativity, her Soul.
Retirement, tho a happy time, is also a bit of a downer -- new retirees often think "who am I?" and "what will I do now, every day?" The need to keep busy... others don't understand it until they are "there" and it happens. So many are totally surprised when it happens too. So think of something she can keep busy with.
If she has a hobby, or travel destination -- what about books? (with a personal message written inside, signed and dated) Think of what she does when she is away from work.
Gift certificate for Lunch WITH you (after she retires).
A local class on her favorite hobby? or even something new (crochet class or cupcake decorating classes at JoAnne's, for example).
Photos of everyone at work -- in a new photo album, or better yet, arranged in a new cool scrapbook (you could even stick in pieces of forms from work, and other things that fit.. whatever "work" was all about). Make it personal.
Amazon has some retirement bracelets and retirement sayings for her walls to commemorate her retirement too.
